• MEMBERSHIP

TRICODA has an open membership, and anyone can become a member of TRICODA upon the following conditions:

a The member pays a lifetime non-refundable membership fee of five dollars ($5.00); and b The member agrees to be bound by the Bylaws and Rules of Play as adopted byTRICODA.

b Underage shooters must be 18 years of age to participate in the TRICODA league. No one under this age will be permitted into the league except for those players who is current members voted in before September 10, 1987.

AMENDMENT ADDED 2001-2002: Shooters under the age of 18 who wish to participate in the TRICODA league will be subject to a membership vote conducted by the President or his representative for admittance to the league. To be admitted to the league, the underage shooter must be approved by a two-thirds majority of the votes of the attending team captains at the meeting. Underage shooters must be always supervised by an adult aged 21 or above while attending league functions and must adhere to any individual establishment rules concerning age limitations for admittance. Any TRICODA member who knowingly supplies alcoholic beverages to any underage shooter will cause an immediate forfeit of all games for their team for that night and may be subject to further disciplinary action.


  • ESTABLISHMENT OF TEAMS

    • At the beginning of autumn, but not later than the third Tuesday of September of each year, a meeting will be held to ascertain how the membership will organize into teams.

    • This meeting shall be open to any interested person and shall be conducted over by the President.

    • This meeting will establish how many teams are going to be in the league and will set deadline dates for league fees and team rosters.

    • Thereafter, at the call of the President, a subsequent meeting will be held and shall be open only to any team captain or team representative for:

    • The final submission of all fees and rosters.

    • To establish a league schedule.

    • The first day of competition will begin the first Tuesday of October.

    • To adopt any changes in the Rules of Play.

    • To adopt changes in any other business.

    • Each team shall have one vote in TRICODA matters.


  • BOARD OF DIRECTORS

    • The membership, through their team captains, shall elect and embody a Board of Directors who shall be the supreme governing body of TRICODA.

    • The Board of Directors shall be composed of the President, Vice President, Secretary, Treasurer, Statistician.

    • Each of the Directors shall have one vote in league matters.

    • No Director may also represent a team individually.

    • The Board of Directors will meet as needed during the season of league play and at other times as requested by the President.

    • The Board of Directors shall approve all expenditures and will endeavor to maintain an annual budget such that at the beginning of each league season not less than two hundred fifty dollars ($250.00) remains in the TRICODA account.

    • Past President will reside as Trustee for one year.


  • OFFICERS

    • The officers of TRICODA shall be President, Vice President, Secretary, Treasurer, and Statistician.

    • The officers shall be elected by Team Captains during the meeting in the month of April. The President shall preside over the election of officers.

    • The officers shall serve for twelve months beginning June 1, immediately following the election.

    • PRESIDENT: The President will be a member who shall perform the following duties:

    • Preside over all meetings of the Team Captains and all meetings of the Board of Directors.

    • Represent TRICODA in all legal and financial matters.

    • Call for and conduct other meetings.

    • Preside over Protest Hearings.

    • Suspend any member for due cause with the consent of the Board of Directors.

    • Submit 990N form to IRS by 1 May every year.

    • VICE PRESIDENT: The Vice President will be a member who shall perform the following duties:

    • Assume all or part of the duties of the president in the absence of or disability due to sickness of the president

    • Organize and oversee all appointed committees.

    • Organize tournaments.

    • SECRETARY: The Secretary will be a member who shall perform the following duties:

    • Record minutes of the meetings of the Board of Directors and record resolutions adopted by vote of the Team Captains.

    • Publish and distribute notices of meetings, changes in Rules of Play or Bylaws.

    • TREASURER: The Treasurer will be a member who shall perform the following duties:

    • Be solely responsible for all money transactions by TRICODA.

    • Maintain accurate records relating to all funds.

    • Pay bills as authorized by the Board of Directors with two authorized signatures on checks.

    • File financial reports as directed by the Board of Directors.

    • STATISTICIAN: The Statistician will be a member who shall perform the following duties:

    • Keep accurate records of all team win/loss records and each active member’s individual statistics.

    • With the Secretary, maintain a listing of all members of TRICODA indicating status of eligibility to play.


  • IMPEACHMENT OF OFFICERS

The Board of Directors shall be authorized to impeach from office any duly elected officer or divisional representative for due cause upon a three-quarters majority vote of the Team Captains and the approval of most of the Board of Directors.


  • VACANCY OF OFFICE OR BOARD

If a seat on the Board of Directors becomes vacant either by resignation, abandonment, or impeachment, the Board of Directors may conduct an election by the Team Captains to fill the vacancy for the remainder of the term.


  • SALARIES PROHIBITED

AMENDMENT 1991-1992. Amendment should read as follows: No member except the

Statistician of TRICODA shall receive a salary or wage for services rendered as an officer or Director in the performance of their duties. This does not restrict TRICODA from reimbursing any member for reasonable expenses made at the Board’s request, including any stipend authorized in anticipation of expenses. Statistician will receive three hundred dollars ($300.00) for his or her services; however, monthly audits or recommendations made to the President/Board of Directors can cancel the agreement immediately upon written notice by the President/Acting Officer in his absence. Statistician agrees to maintain Team and Individual Records, which will be mailed to Team Captains within a reasonable time, usually within the following week of play.


  • CHANGES TO BYLAWS

No changes or modifications to these Bylaws shall be recognized as in effect except as approved by a majority vote from two-thirds of the attending Team Captains or their representatives at a TRICODA meeting.


  • RULES OF PLAY

At the beginning of each playing season, the Rules of Play shall be adopted by a majority vote from two-thirds of the attending Team Captains or their representatives, and no changes to the Rules of Play may be resolved until the completion of the schedule then in effect.


  • CONDUCT OF MEETINGS

All meetings of TRICODA shall be conducted pursuant to Robert’s Rules of Order in so far as is practical and no resolution of TRICODA shall be recognized as in effect without the mandatory processes, quorum, motion, discussion, amendment, and vote as specified in Robert’s Rules of Order. All captains’ meetings must be setup VIA email & website one week prior to the scheduled meeting. All changes to bylaws and rules of play will be conducting at the captain’s meetings and will require a 2/3 yes vote from the attending captains at the meeting to be amended.


  • BAD WEATHER

If the regular league play has been cancelled by the President due to bad weather and the teams still wish to play, BOTH Team Captains MUST call the President first before shooting.


  • GEOGRAPHIC BOUNDARIES FOR TEAMS

AMENDMENT 1997-1998. Amendment should read as follows: The geographic boundaries for teams playing in the league are defined as:

  • St. Mary’s County: all

  • Charles County: As far north and west as the American Legion on Route 231 in Hughesville.

  • Calvert County: As far north as Route 231, including the town of Prince Frederick.

Any team wishing to participate in the TRICODA league that has not played in the league before and is not within these boundaries must be voted into the league by a three-quarter’s majority of the team captains.

Bylaws
